I believe Bondly is looking to be the first DEFI dap on Cardano. From my understand you will be able to use all daps inside of Daedalus once smart contract support is ready. All development and code is open source for Cardano. This mean yes, it could happen and it has. Polkadot's consensus algorithm is based on Cardano's consensus algorithm called Ouroboros.

Its a great idea! You should put a proposal together and submit it to fund5 so we can vote on it next round in Catalyst. Even if your not the one to develop it, if you get funded you could outsource it. If you do, you have my vote.

Hey Laurent, I think what you are trying to do can be done with an excel file ( xlsx ) using Github account and publishing each update. Here you can give access to the people working on it and show who published the update. This will let you make the file public to view but control who has access to update it. I don't think you necessarily need a blockchain or protocol like Cardano to do this. You may see a dapp be developed later on the Cardano network with business tools like this at some point. I anticipate a ton of cool dapps and tools for enterprise application coming quickly after the launch of Goguen. I hope this helped answer your question.
